Artur Michalski, Deputy President of the Management Board

MSc. Artur Michalski is a graduate of the Faculty of Electrical Engineering at the Częstochowa University of Technology (1999). He completed specialized postgraduate studies, incl. Intercollegiate Postgraduate Study of Environmental Resource Assessment and Valuation of Warsaw University of Life Sciences and SGH, Postgraduate Study of Nature Compensation Natura 2000 (SGGW), as well as International Relations and Diplomacy Study and Postgraduate Study of Environmental Policy – Ecology and Management. He also completed postgraduate Master of Business Administration (MBA) studies.

In the years 2006-2008 he was the vice-president of the management board of the National Fund for Environmental Protection and Water Management, where he previously served as the vice-chairman of the Supervisory Board. At the same time, he was the Chairman of the Supervisory Board of the Provincial Fund for Environmental Protection and Water Management in Warsaw, currently he has been performing this function again since December 2015.

In the past, he was an advisor to the minister of the environment and the head of the minister’s political office.

In recent years, he was the Vice-President of the Management Board of Wodociągów Miejskie in Radom, and then the President of the Management Board of the Zakład Wodociągów i Kanalizacji in Sochaczew. He also worked in the Environmental Protection Office of the City of Warsaw Warsaw as the Head of the Department of Ecological Funds and at the Institute “Monument – Children’s Health Center”, where he was an organizational and technical specialist, and then the head of the Technical Supervision Department.

In 2000-2001, he worked in the Chancellery of the Prime Minister as an advisor to the Secretary of State and Government Plenipotentiary for the UN Climate Convention.

He is active in environmental organizations, incl. in the Association for Sustainable Development of Poland.

Since 2002, he has been participating in research conducted by the Laboratory of Assessment and Valuation of Natural Resources (SGGW). He is particularly interested in the subject of carbon accumulation by the forest and soil environment (in this area he is doing a doctorate), as well as carbon absorption and the use of natural resources for the economic development of non-urbanized areas and the use of the UN Climate Convention and climate policy instruments for the development of Poland.

He is the author or co-author of several scientific publications.

He completed numerous courses and trainings, incl. in the field of project management and a series of trainings for employees of institutions involved in the implementation of EU funds and beneficiaries. He was the organizer or co-organizer of many national and international conferences and seminars.

In 2020, he was awarded the Medal of the Centenary of Regaining Independence by the President of the Republic of Poland. In 2016, he received from the Minister of the Environment prof. Jan Szyszko, a Badge of Honor for Merits for Environmental Protection and Water Management. In 2016, the General Director of the State Forests presented him with the Kordelas of the Polish Forester for special services to forestry.

Currently, as the Vice President of the Management Board of the National Fund for Environmental Protection and Water Management, he supervises the work of the Departments of: Energy, Energy Efficiency, Financial Analysis and the Department of Nature Conservation. He is responsible for the implementation of priority axis I (concerning energy) of the Operational Program Infrastructure and Environment 2014-2020 – Decreasing the emissivity of the economy and priority axis II of the OPI & E 2014-2020 in the scope of activities related to nature protection. He also supervises the implementation of Norwegian funds (i.e. the Financial Mechanism of the European Economic Area) in the field of energy and nature protection
